Cosmetic OEM Manufacturing

A cosmetic OEM manufacturer in Chengdu, China

We manufacture skincare under our own brands and as private label under yours, for buyers who need a factory rather than a trading company. This page sets out what the site can make, how a formula gets from brief to production, and the commercial terms that decide whether a project is workable.

OEM or ODM

OEM and ODM are two different jobs

The two terms are often used as if they were interchangeable. They are not, and the difference decides who owns the formula and who is responsible when something has to change.

  • OEM — you supply the formula or the specification, and we manufacture it. Your documentation stays yours, and changes to the formula come from you.
  • ODM — we develop the formulation from your brief and you apply your brand. It is faster if you do not already have a formula, but the formula originates here, which is a commercial point to settle at the start rather than later.

Both routes exist at this site. We will say which one fits your stage, and we will not present an ODM project as if you had supplied the formula.

The range

What the site can make

Production covers the usual skincare formats, filled and packed in Chengdu. The formats below are the ones we run; the product lines currently offered are listed in the products section.

  • Serums and liquids — including 30 ml dropper and 100 ml spray presentations.
  • Gels — clear and emulsion gels, filled in the ISO 7 cleanroom.
  • Creams and ointment-type textures — including 28 g and 50 g units.
  • Ampoules and small-unit formats — 3 ml and 5 ml units, packed in sets.
  • Gift and travel sets — several units assembled into one carton, with your artwork on the outer box.

One special-use cosmetic is registered at this site for the whitening and freckle-removing category. That registration is specific to the registered formula; a different formula needs its own registration before it can be sold as a special-use cosmetic.

Development

From brief to first production run

Timing depends mainly on one question: are we adapting a formula that already exists, or developing a new one. The order of the steps is the same either way.

  1. Brief — product type, target market, positioning, pack format, quantity and the claims you intend to make. Claims come first because they decide what can legally be printed on the label.
  2. Route — an existing formulation from the range, or development in our in-house laboratory. Development work is quoted separately from production.
  3. Sample and approval — we send samples for your evaluation and iterate until the formula is approved. Sample and courier costs are confirmed before anything ships.
  4. Packaging and artwork — components are sourced per project, and your artwork, carton sizes and label language are applied. Tooling, where needed, is confirmed before you commit.
  5. Production and shipment — the run is scheduled against the confirmed order, and export documents are issued with it.

The most common cause of delay is not the laboratory. It is a claim that cannot be supported in the destination market, discovered after the artwork has been designed.

Order size

10,000 boxes per item, and why

Our minimum order quantity is 10,000 boxes per item. It is set by the cost structure of a production run: line set-up, cleaning and changeover between products, packaging components, and the batch records that must be opened and closed around every run.

It applies to first orders too. If your launch plan is smaller than that, the workable options are usually to launch fewer items at the full quantity, or to start from an existing formulation instead of a new development.

Payment terms are agreed per order and stated in the proforma invoice, together with the currency and the bank details. Incoterms are quoted on the basis you normally work on.

Production

Where and how the product is made

Manufacturing takes place at one site in Chengdu: 15,000 m² of production area, including a 4,000 m² ISO 7 (GMP) cleanroom. Bulk manufacture, filling and sterile handling are carried out inside the cleanroom. Processing, raw-material storage, filling, primary-packaging sterilisation and changing rooms are held to ISO 8 air cleanliness.

The same site holds both a cosmetics production licence and a medical device production licence. That matters if you intend to sell a skincare range and a device range from one supplier: the documentation comes from one quality system and there is one point of accountability.

Export

Registration and export, kept separate

A Chinese cosmetics production licence allows manufacture and export. It does not authorise sale in your market, and it is not a substitute for whatever your own regulation requires.

For the EAEU, most cosmetics go to market on an EAC declaration of conformity. A small number of high-risk categories, including children's products, whitening and peeling products, depilatories and products containing nanomaterials, need state registration instead. A foreign manufacturer cannot file in its own name, so an importer, distributor or appointed representative inside the union files on your behalf.

For other markets we supply the technical files and formulation data your agent needs, and answer their questions directly. Label artwork in Russian, Kazakh or your own language is prepared on the claims you approve.

What goes wrong

Five problems that surface after the order is placed

These are written from the buyer's side. Each one is cheap to check before you commit and expensive to fix afterwards.

  • The factory turns out to be a trader — the site visit, the licence and the batch records should all point at the same company. If they do not, ask who actually manufactures.
  • The claim cannot be supported in the destination market — a claim that is acceptable in one country may be restricted in another, and the label cannot be printed until that is settled.
  • A special-use formula is treated as an ordinary cosmetic — whitening, freckle-removing, sunscreen, hair dye and similar categories follow a registration route in China, and the registration belongs to the specific formula.
  • Packaging is quoted before it is sourced — components are project-specific. Until the bottle, the carton and the artwork are fixed, the landed cost is an estimate.
  • Export is confused with market access — being able to ship from China is not the same as being allowed to sell where the goods land.
